COMMUNITY & TECHNICAL COLLEGE FACILITY CONDITION SURVEY

In the late eighties, the State Board of Community & Technical Colleges (SBCTC) asked that repair project requests for 32 community and technical colleges subsequent system capital budgets be prioritized. Then, if requests exceeded available repair funds, the board could be assured that the most-needed problems would be funded and the least-urgent repairs could be deferred.

To establish a basis for prioritizing future repairs the SBCTC directed a facility condition survey (FCS) be performed on all state-owned community and technical college facilities. The survey was to produce a consistent evaluation of all facility problems and consistent recommendations for repair. The consistency would create a basis for accurately comparing and fairly prioritizing the needs of all the colleges. The A/E consultant group of Tonkin/Hoyne/Lokan-Pack was selected to perform the surveys every biennium from 1989 to the present, taking responsibility for developing uniform procedures and designing a computer program to enter and summarize data. The survey system and FCS project ensures consistency of analyses for each of the 32 community and technical colleges.
